i think the article itself was badly written. For example:

This is a false accusation because the IPCC weren't stating that human impact on climate change in the Antarctica will never be measured. The fact that it now has been measured doesn't invalidate or contradict the fact that it hadn't yet been measured at the time the statement by the IPCC was made.
